Any reform agenda needs to be properly communicated to make people understand the importance of the project and the difference it will make to them. For the successful implementation of reforms and policy change requires an effective communication strategy that works like a binding material- making people understand the reforms, convincing policy makers on its requirement, inspiring people to demand for that change, participate in the process and eventually advocate to effect that policy change.
