Vacancy at Urban Management Centre

The Urban Management Centre (UMC) seeks applications for three posts based in New Delhi, India reporting to the Program Head to support a national level technical support unit and one position of Finance and Administration Manager based in Ahmedabad office.

 Position 1: Senior Manager Entrepreneurship Development (based in Delhi)

This position will provide specific inputs for entrepreneurship development and micro-finance to the team.

Responsibilities:

-       The position will prepare entrepreneurship development strategy, its guidelines, action plans, toolkits and a robust framework for monitoring its implementation and evaluation of its impact.

-       Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

-       Identify the capacity building needs of the national, state and city level government stakeholders on enterprise development

-       Identify and facilitate linkages between communities and micro enterprise related service providers (government, non-government and private sector) such as credit institutes, market information providers and develop a data base of such service providers

-       Develop a training program on micro finance and enterprise development

Qualifications and skills:

-       Master’s Degree in Finance/ Economics/ Marketing or a closely related field. A secondary degree in urban planning/ city planning/ public administration, poverty or related field will be highly desirable.

-       Minimum of ten years of relevant work experience after postgraduate qualifications and must have held technical positions managing urban sector projects/ programs. Two years working experience in a government setup will be an added advantage.

-       Excellent communication (both oral and written) in English and Hindi

-       Computer proficiency, especially related to professional office software packages (Microsoft Office)

-       Willingness to travel within India and outside India on need basis

 

Position 2: Senior Manager - Capacity Building (based in Delhi)

This position shall demonstrate skills in managing client interface for his/ her component and ability to work in collaboration with other team members.

Responsibilities:

-       Organize and oversee the implementation of the training/capacity building plan with intensive community engagement

-       Identify the capacity building needs of the national, state and city level government stakeholders on community engagement

-       Identify and organize partnerships with regional and local trainers and training organisations

-       Ensure the sharing of experiences between regions/ state/ cities and dissemination of good practice in capacity development

-       Design and develop thematic training modules to support the program’s needs

-       Coordinate component specific inputs and expertise from the client, home office (UMC head office) and program partners

Qualifications and skills:

-        An advanced degree (Masters or equivalent) in public policy, urban planning, economy, management or development-related discipline with focus on livelihoods

-       Minimum, 10 years of relevant experience in training, management of development projects, preferably in urban poverty. Working experience in a ministry of national government will be an added advantage

-       An understanding of adult learning pedagogy would be beneficial

-       High level of competency in both written and spoken Hindi and English

-       Computer proficiency, especially related to professional office software packages (Microsoft Office)

-       Willingness to travel within India and outside India on need basis

 

Position 3: MIS Consultant (based in Delhi)

This position will provide support to the team and would be responsible for developing all aspects of program information, knowledge management components and internal MIS-related requirements.

Responsibilities:

-       Plan, design, implement and operate the MIS and KM platform for the program

-       Coordination of data entry of the activities and file uploads into systems by various stakeholders

-       Coordinate management of electronic data, including orders/ circulars, letters, reports and numerical data. This may involve conversion of data and reports in hard copy to electronic form, as well as their storage in an organized filing system;

-       Furnish reports/ quarterly progress report to the Program Head

-       Design templates and formats for state and local authorities for seeking data in a structured manner

-       Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

-       Develop MIS and KM user manuals targeting the officials and field organisations

Qualifications and skills:

-       An advanced degree in Computer Science or Electronics or MCA/PGDCA

-       Computer proficiency, especially related to database management and other basic MS Office tools. Exposure to software development & project management, database management, MIS

-       Minimum 5 years of experience of development and maintenance of MIS in government/ semi-government/ private company of repute

-       Fluency in both written and spoken Hindi and English. 

-       Track record of training government officials, private sector and field organisations in IT/ MIS/ database management

-       Willingness to travel within India and outside India on need basis

      Position 4: Finance and Administration Manager (based in Ahmedabad)

Responsibilities include  overall financial management, financial reporting as per donor and FCRA requirements, administration and HR management. 

  • Financial Management:
    1. Set-up and implementation of financial management systems for UMC group of companies, taking into account multiple subcontracts/grants/agreements with other organizations.
    2. Management of all financial reporting requirements to the Donor and Government of India including compliance with FCRA requirements
    3. Review and preparation of documentation for procurement/purchases. When purchases are made for USAID and other Donors, ensure that procurements meet donor and organization regulations.
    4. Budget forecasting - Preparation of Budgets for new projects & monitoring of budget utilization of internal departments/ Regional Offices as well as Donors.
    5. Provide financial interface to technical programs- research as required
    6. Preparation of field office expense reports and back-up for submission
    7. Oversee all banking activities and ensuring that ending balance and beginning balances match accordingly.
    8. Monthly financial MIS including donor statements
    9. Reconciliation with branches, banks and donors.
    10. Advise and tracking of Investment opportunities.
    11. Prepare Cash Flow & Fund Flow
    12. Supervise Income Tax, FCRA & ROC Returns including TDS returns.
    13. Coordinate for Statutory Audit & its compliances.
  • Human resource management:
    1. Management of all contracting procedures for consultants, local organizations/companies which includes:
      • Completion of contracts for consultants
      • Ensuring timely payment to consultants
      • Ensuring consultant hours are tracked on a monthly basis, both in total and per project
      • Ensuring compliance with donor regulations when applicable.
    2. Training of support staff for office operation and maintenance.

Position 5: Architect/ Civil Engineer

with 5 years of experience post qualification (B.Tech or B.Arch). The suitable candidate should be able to read and understand detailed construction drawings and BOQs, estimates prepared by DPR consultant and communicate well with local municipal officials and district administration. The candidate should be able to monitor on-site execution based on the project schedule and stages of work, and be able to monitor the executing agency on site.

The position is based out of Dwarka, Gujarat for an urban design/ public space improvement/ civic infrastructure development project under the HRIDAY mission of the Ministry of urban Development for an initial period of 12 months, subject to timely completion of works on-site.
