Master Plan for Municipal Solid Waste Management, Ahmedabad

The Ahmedabad Municipal Corporation (AMC) of Ahmedabad city, Gujarat invited UMC to prepare the Municipal Solid Waste Management Master Plan - 2031. With increasing population and spatial spread in the urban areas of Ahmedabad, AMC currently covers almost 466 sq km and has 55.6 lakh population which is administered in 6 Zones with 64 Election Wards. As per data, Ahmedabad city produces about 3500 Metric Tons (MT) of solid waste per day. In its endeavor to keep the city clean, the Solid Waste Management (SWM) department of AMC has taken many initiatives including law enforcement through mobile courts, improved collection by way of Door-to-Dump solid waste collection, strengthening and modernization of street sweeping, maintenance of public latrines and toilets, protected and safe transportation of solid waste, public private partnership based waste processing plants etc. Under this endeavor, AMC has requested UMC to prepare a master plan for their Solid Waste Management Services. The objective of the master plan is to guide the technological, social, financial options for the city to move towards becoming a zero waste city. The master plan has been undertaken in a consultative manner. UMC has been given the responsibility of creating framework for the proposed Master Plan, collect data from available sources to create a data bank and analyze the data as per the current situation. UMC has also been given the task of facilitating consultations between concerned organizations and stakeholders and help finalize technical, social and financial options for the Master Plan and the process of creating the Plan.

UMC began work on the project in November 2011 and till date the organization has facilitated visits to various areas for data collection, field surveys, interaction with ULB officials, local citizens, focused groups, stakeholders etc. UMC also conducted detailed site visits to waste collection points in residential-commercial areas, formal and informal garbage dump sites in and around the city, public sanitation facilities like public toilets-urinals-open defecation spots. The organization also surveyed natural water bodies to assess environmental degradation caused due to lack of proper SWM facilities in the city and also slums, municipal civic centers, markets, institutions and residential areas.

UMC engineered these visits to establish a qualitative relationship between statistics and technical details provided by the ULBs with ground realities - there were conflicts in the details. UMC verified the data collected and conducted further studies to summarize the findings and present proposals to fill gaps in the MSWM service. UMC has to present a solution of the existing situation and prepare broad recommendations and strategies for improving solid waste services.
