Urban Films

UMC uses audio/video documentaries as an effective tool to communicate ideas and create awareness about development issues among urban community and also maintain record of practices. UMC has video documented ideas which have been successful in addressing issues pertaining to urban management and service delivery. These videos and films showcase UMC’s efforts in bringing about changes through the programs it has carried out in India and several other South Asian countries in association with local urban bodies.

Moving towards open defecation free cities

This film walks city managers through a step-by-step process of  achieving cities free of open defecation. It talks about various surveys and mechanisms that cities should initiate to ensure improvements across the value chain. Achieving ODF is one of the key objectives of the Swachh Bharat Mission. Duration: 14:18 min

 

Sanitation for Girls

Sanitation facilities for girls in schools

This film 'Manju' highlights the need for continous maintenance of sanitary facilities in schools for providing ease   of access to toilets to children. Unclean and/or inaccessible sanitation facilities discourage children, especially girls from drinking sufficient water in order to avoid relieving themselves. Unsatisfactory sanitary facilities is one of the reasons for absenteeism as well as drop-out of menstruating girls. Duration: 1:15 min

 

Create child-friendly sanitation facilities in schools

Child-friendly toilets and sanitary facilities, designed to allow children an easy access and use, are crucial for the maintenance and proper use of sanitation facilities in a school. Under ASAL programme, UMC has developed a short film to promote child friendly toilet designs. Duration: 10 min

Co-learning and Collaborative Reflections at PAS annual retreats

This film is a documentation of the annual PAS meets that are organized each year. While specific members meet for project reviews, trainings and workshops, the annual gathering becomes a good platform for co-learning and sharing between the entire PAS team. The annual retreat is usually a three day event that removes the teams from outside distractions to comtemplate the year's accomplishment, learnings and strategize for the coming year. Duration: 6 min

The film is a process documentation of citizen's survey conducted in Mehsana municipality on water and sanitation services. An extensive study was carried out on availability of water and sanitation services, their usage, the quality and reliability of service and satisfaction levels. Duration: 7 min

What Works: Ensuring quality water supply in Surat

This documentary in Gujarati language describes Surat Municipal Corporation’s (SMC) robust water quality surveillance system. It shows the city’s water sampling, testing regimes and systems and also highlights the remedial system in case of water test failure. It was made under the Performance Assessment System (PAS) project. Duration: 10 min

Water Supply Diagnostics: A case study of Lathi Municipality

This film documents the water supply diagnostic study that was done in Lathi municipality of Gujarat. The film shows how non-revenue water of the city was derived based on measurements in the water supply system and how school students were engaged to measure water at citizen’s end. This film introduces the importance, need and concepts of performance assessment in the context of an urban local government with focus on Gujarat cities. The film highlights the need to measure performance levels of water-sanitation utilities in all urban local bodies. This film was made under the Performance Assessment System (PAS) project. Towards Professionalizing Urban Management: A Documentary on the City Managers' Association Movement in India

The film shows the development of a concept into a movement of creating a platform for city managers in India to interact, learn and exchange solutions of the issues they face in their day to day management of local governments. It gives the history of evolution of the City Managers’ Association over 10 years. Duration: 13 min

Strengthening Local Governance in Sri Lanka

The program supported the formation and operationalization of Good Governance Resource Centres (GGRCs) across local authorities in Sri Lanka. GGRCs are district level technical cells within the district urban governance set-up and it is envisaged that GGRCs would serve as information hubs and provide opportunities for training to city managers to improve local governance. GGRCs focus on issues ranging from improved service delivery to citizens, citizen's involvement in urban governance, public private partnerships to local economic development, leadership management and local government policy reforms and legislations. Learning Beyond Borders: Cities Working Together to Build a Better Kabul

A film on how cities across the globe are collaborating to help build a better Kabul, Afghanistan. Due to decades of war, the economy of Kabul is in ruins and environmental issues are in a state of crises. A tour to Indian cities of Hyderabad and Ahmedabad was organized for the staff of Kabul Municipality with support from USAID/Afghanistan to study best practices. The team learned the challenges which Hyderabad and Ahmedabad overcame to resolve major city problems and improve public services. Duration: 18 min

KAAGDA PEETH: A film on rag-pickers of Ahmedabad, Gujarat, India

As per a survey in 2004, Ahmedabad produces 1700 tonnes of waste every day. Almost 15% of the total waste produced in Ahmedabad is recyclable of which 8-10% is collected by rag pickers. The subjects of this film are such rag-pickers who earn Rs 40-70 per day for walking 20-30 kilometers daily to collect waste and carry up to 30 kg waste to dump sites. Of the total number, 90% rag-pickers are women and children. They save the Ahmedabad Municipal Corporation 20% expenditure on transportation of waste. However, far from being respected for the service they provide to society, these rag-pickers are exploited by middlemen, harassed by policemen and city authorities and treated as outcastes by society. Unaware of health hazards they face when working, many rag pickers suffer injuries and get infected with HIV/AIDS, TB, Hepatitis or Tetanus. Duration: 27 min

Mainstreaming HIV/AIDS Program in City Governments

A thematic partnership initiative of two Indian cities to establish an AIDS Control Society. The film documents how Visakhapatnam Municipal Corporation set up its HIV/AIDS cell with lessons from Ahmedabad Municipal Corporation (AMC) and with financial support from United States Agency for International Development (USAID). The intent was to mainstream HIV/AIDS response into urban governance. Duration: 15 min

Post Tsunami Recovery in Tamil Nadu Towns: 2005 - 2007

Detailing various components of the USAID supported CityLinks partnership program with the municipalities of Cuddalore and Nagapattinam in Tamil Nadu state, India and cities of Florida, USA. This film extensively documents the process, implementation and milestones of the CityLinks program from inception to completion. The program made a difference by working on provision of clean water, mitigating flooding issues, creating recreational spaces for children, improving financial management systems, creating CAD maps and capacity building. Duration: 19 min

Playground Design in Tamil Nadu Towns Post Tsunami: 2005-2007

The film showcases how communities of Cuddalore and Nagapattinam, battered by the tsunami of December 2004, build playgrounds for children and created new recreational spaces. A CityLinks program supported by USAID and implemented by UMC/ICMA, the film documents the project which is a story of participation and construction of a dream project for children and by children. Duration: 16 min

Slum Networking Project - PARIVARTAN: A Project of Ahmedabad Municipal Corporation, Gujarat, India

A film on the partnership initiative of Ahmedabad Municipal Corporation to provide basic services in slum settlements. More than 40% of Ahmedabad’s population lived in slums or in slum like conditions before 1996. The film talks about the program that provided infrastructure and improved lives of this population. The uniqueness of the program is its partnership model of government, NGO and community.Duration: 29 min

Inclusive Development through Partnership and Reforms: Urban Management in Gujarat, India: 2001-2006

A film developed for the Urban Summit 2007 gives insights into the success stories of the cities and towns from 2001 to 2006. The video has performance measurement of sectors like financial management, service delivery, quality of life, partnership initiatives and institutional and policy reforms. The film packs in staistics and clips demonstrating Gujarat's growth potential and major milestones. Duration: 13 min

City-City Partnerships - India and US Cities, 2002- 2004

The film showcases partnership processes of cities in India with selected cities in USA. Indore Municipal Corporation collaborated with city of Garland, Texas in USA under USAID-funded CityLinks Program for a project that focused on financial management and a communications strategy to improve tax base. Sacramento County, California, was selected to partner with Jabalpur Municipal Corporation and work to improve traffic and street intersections, pedestrian safety and overall road system. It also enhanced solid waste management of several wards of Jabalpur city. Reno, Nevada helped Bangalore with strategic planning, management of city information system and creating preventive maintenance systems for streets and sidewalks. Duration: 17 min

Interventions in Housing, Capacity Building and Livelihood Security: Gujarat, India

A film documenting the Good Governance initiative by GMFB and its successful efforts to provide housing to urban poor. The film features work undertaken through government schemes like ValmikiAmbedkarAwasYojana (VAMBAY), National Slum Development Programme (NDSP) and the Honorable Chief Ministers Program on Housing.
